If you notify someone who's applied as homeless that they're not yet threatened with homelessness, it sometimes remains likely in due course that they'll become threatened with homelessness (in a legal sense; within 56 days).
For example, someone who's received an invalid section 21 notice may still need help and support if the landlord is likely to re-serve in the near future.
This covering letter for a 'not homeless' decision enables you to stress to the applicant that you'll still be working with them (on a non-statutory basis).
If you download the 'not homeless' s.184 letter you'll also see that an optional section of text on the first page can be used to emphasise that you'll be continuing to offer help and advice.
