you are no longer pursuing a local connection referral that was previously requested under section 198(A1) of the Housing Act 1996
you therefore owe the applicant the relief duty (a duty to help them secure accommodation under section 189B(2) of the 1996 Act), and
you're accepting the interim accommodation duty under section 199A(4)(c) of the 1996 Act (because you have reason to believe that the applicant may have a priority need).
